money in loaning the corn to Col. Seabrook it was farthest from my mind to do so, I should however stated that my District, is one of the worst Rebel Districts in the State, as you will see by a report I shall make you in a few days in regard to my securing some cotton and giving them to the Colored Man they belonged to. And only last week on the Fourth of July the Rebels here in my absence planted a Flag Staff and hoisted thereon a Black Flag. Is it expected that I shall suit such a people I know you will say Most Emphatically NO. I would like you to write me and let me know if you really think I did wrong in loaning the Corn to Col. Seabrook under the Circumstances.
