Captain:
I have the honor to enclose herewith the Affidavits of Stefaney and Wally Haynes, in regard to boy Sam now in the possession of Mr. Brown at Darlington S.C. 

I have personally experienced other witnesses and have adduced sufficient testimony to satisfy the Asst. Commr. that Stefaney Haynes is the father of the boy Sam Haynes now in the possession of Mr. Brown. 

The Asst. Commr. therefore directs that you cause Mr. Brown to send the boy to his father in this city at the expense of Mr. Brown. 

This matter will receive your immediate attention
