Directs that the case of the bearer be investigated and rations issued if she be found worthy.

Respectfully returned, the bearer of this note has a husband in jail. She is poor & miserable and in my opinion is worthy of the commisseration of her fellow beings. I have no rations with which to help such cases. and have from time to time made donations from my own pocket until I can do so no more
There are several cases in

which appeals to charity have been made, both white and black, which are miserable indeed and I see no way to help them until the civil authorities shall make some provision for the poor among them.
