Major, We have the honor to report that in accordance with Special Orders, No. 15, p. II. dated Hd. Qrs. Assistant Commissioner Bureau of R.F. and A.L. So. Carolina, January 28th 1867 constituting us a Board to assess the value of buildings and improvements placed by freedpeople upon lands covered by possessory titles on John's Island, S.C. we have examined and appraised the improvements, and find them of value as set forth in the certificates of appraisal hereto annexed, respectfully transmitted to you for completion of the records.
