In accordance with Special Orders No. 15. p II dated Hd Qrs. Assistant Commissioner Bureau R. F and A. L. S. Carolina, January 28. 1867. constituting us a Board under Sec. [[strikethrough]] 2 [[/strikethrough]] II of "a bill to establish a Bureau of R. F. and A. L." — " to assess the value of buildings and improvements placed by freedpeople upon lands covered by possessory title on Johns Island, S.C. we have examined and assessed the improvements placed upon land covered by title located by Timothy Benyard (freedman) on the plantation known as the Isaac Gunnball "Waterloos Tract", on said Johns Island, S.C. as follows:

One Barn, $10. Ten Dollars, as a fair compensation to be made to the said Timothy Benyard, "by the former owners of such lands or their legal representative.
