In accordance with Special Orders No. 15. p. II. dated Hd Qrs Asst. Comsr. Bu. R.F. and A.L. So. Ca. January 28. 1867. constituting us a Board, under Sec. [[strikethrough]] 2 [[/strikethrough]] II of "a bill to establish a Bureau of R.F. and A.L." - "to assess the value of buildings and improvements placed by freedpeople upon lands covered by possessory titles on Johns Island, S.C." we have examined and assessed the improvements placed upon land covered by possessory title No. 286 dated May 1. 1865, located by Carolina Mikell (freedman) on plantation known as Paul Gervais "Exchange Place," on said Johns Island, S.C. as follows: 

Two Dwelling Houses at $90. Ninety Dollars, as a fair compensation to be made to the said Carolina Mikell "by the former owners of such lands or their legal representatives."
