In accordance with Special Order No. 15 p. II. dated Hd Qrs. Asst. Comsr. Bu. R.F. and A.L. So. Ca. January 28. 1867,
constituting us a Board, under Sec. II, [[strikethrough]] 2 [[/strikethrough]] of "a bill to establish a Bureau of R.F. & A.L." _" to assess the value of buildings and improvements placed by freed peoples upon lands covered by possessory titles on Johns Island, So. Ca." we have examined and assessed the improvements placed upon land covered by possessory title No. 328, dated Sept. 22, 1865, located by Samuel Flood (freedman) on plantation known as Sol. Legare's Village Place" on Said John Island, S.C. as follows:
One Dwelling Hut at $10. Ten Dollars as a fair compensation to be made to the Said Samuel Flood, "by the former owners of such lands or their legal representatives."
