In accordance with Special Orders No 15 p 2 dated Head Quarters Assistant Commissioner Bureau of R.F & AL South Carolina January 28, 1867 constituting s a Board under Sec II of "a bill to establish a Bureau of RF & AL" - "to assess the value of buildings and improvements placed by freed people upon
lands covered by possessary titles on Johns Island S Ca." we have examined &        
appraised the improvements placed upon land covered by possessary title No. 285 dated July 31, 1865 located by Mosco Francis (freedman) as plantation known as "Tom Roper's Peaceful Retreat Place" on said Johns Island as follows-

Four Dwelling huts at $80.00 Eighty dollars as a fair compensation to be made to the said Moses Francis, "by the former owners of such lands or their legal representatives"
