January 29th 1867
In accordance with Special Order No. 10. p.3. dated Head Quarters Assistant Commissioner Bureau R. F. and A.L. South Carolina. January 17. 1867 constituting us a Board under Sec. 2 of " a bill to establish a Bureau of R.F. A.L." "to assess the value of buildings and improvements placed by freed people upon land covered by possessory titles on Johns Island So. Ca " we have examined and appraised assessed the improvements placed upon land covered by possessory title No. 221 dated April 24th 1865, located by Isaac Chisolm (freedman) on plantation known as the "Wm McLeod Estate" on said James Island S.C. as follows-
Once Cotton House 32.00
One Dwelling Hut 8.00 at $40 00 Forty Dollars as a fair compensation to be made to the said Isaac Chisolm, " by the former owner of such lands or their legal representatives"
