James Island So. Carolina
February 9th, 1867

In accordance with Special Orders No 10 p. 3 dated Head Quarters Assistant Commission Bureau of R.F. and A.L. So Carolina January 17th 1867 consisting us a Board under Sec. II of "a Bill to establish a Bureau of R.F. and AL" -"to assess the value of buildings and improvements placed by freedpeople upon lands covered by possessory titles on James Island So. Carolina" we have examined and assessed the buildings placed upon lands covered by possessory titles No 141 and 142 both dated April 4th 1865 located contiguously by Jo. Frazier and Ceaser Washington (freedmen) on the plantation known as the "W. W. Lawton" plantation on said James Island So. Ca. as follows.

One large Cotton House at $505.00. Five Hundred and Five Dollars, as a fair compensation to be made to the former owners of such lands or their legal representatives"
