Charleston, S. C., July 25 1867

Respectfully returned to Brt. Maj. E.L. Deane A.A.A. General.
The building being borne upon the Return of an officer of the Bureau as Bureau property - can not be given to the colored people without authority from the Comm. Undoubtedly however all the School buildings will be so turned over to trustees for School purposes for ever. I therefore recommend that the colored people be allowed to remove the building.
