Respectfully forwarded to Maj Genl. Daniel E. Sickles Comdg 2nd Mil Dist. with the remark that the Communication from Headquarters 2nd Mil District asking for the charges against Mr. Bowen has been referred to Lieut J.M. Johnston Sub Asst Com. at Edisto with directions to prefer charges. As this action will require time and as the "offences" of withholding monies from certain freedmen, is all that Mr. Bowen is likely to be charged with, I would respectfully recommend that he be ordered for trial before a Provost Court, and pending the time of trial be admitted to bail.
