General:
We, the undersigned citizens of Charleston, your petitioners, respectfully pray your favorable consideration in the following matter herein set forth:
Your petitioners having been advised of the arrest and incarceration in Castle Pinckney, by military authority of Mr. C.C. Rowen on certain charges to wit: obtaining money from certain freedmen by false pretences and illegally detaining the same, we humbly pray that the accused be admitted to bail until the military shall be ready to place him on his trial. We are ready and willing to offer good and responsible sureties for his production and appearance to answer to the charges made against him whenever the military authorities shall so order; and your petitioners will ever pray &c
