Bureau of Refugees, Freedmen & Abandoned Lands,
Headquarters Assistant Commissioner State of North Carolina,
Raleigh, N.C., 22nd February 1868.

Jas. Carle, Esq.
Hillsboro. N.C.

Sir:
By this days mail is transmitted the papers in the complaint of James Epps (col'd) vs. Wm. Thaxton with a copy of the letter from these Hd. Qrs. stopping the sale of the alleged property of Epps.

Some days since Mr. Thaxton was at this Office and produced certain papers in the case, but which can only be entertained at the investigation.

Thaxton, I think is disposed to treat the freedmen fairly, and I so informed Epps, who was here a day or two since, and advised him to see Thaxton and come to a mutual settlement if possible.

You had better go to Roxbury and investigate it. You can communicate with the parties
