Lieut.
In compliance with Circular No. 5 I have the honor to report that the state of feeling existing between the Whites and Freedman as a general thing is good, especially in the county of Dewitt and Victoria.  My observation has not been so extended in Karns Co.
The Freedman are all hard at work, neglect their work less than last year and consequently give better satisfaction.  In regard to the subject of Schools, DeWitt and Karns Co. are behind.  The whites are not as much interested in the subject of education as I would like to see them.  The Freed People themselves are very anxious that Schools should be started but they are penniless at present.  As there is no room to be rented I shall try and get them to furnish logs to erect a Log School house, if the Bu can help in furnishing Flooring, Doors, Windows, etc.  This season has been so backward they have been greatly hurried in getting in the crops.  As they are now all in and growing nicely I think I can get their assistance.
I would state that I think it would be impracticable
