States he has visited Capt. Hammond plantation near Victoria & finds that a School House can be repaired for from $150 to $200,  A lease of lot can be obtained free of charge for any lenght of time to-be used for school purposes,
Board can be obtained near the school house,
50 scholars will attend school when started.

Answer that a lot of general work be deeded and a building commenced.  The Bureau will then give $100 to complete it under ward of repairs.
