Office Sub. Asst. Comm. Bu. R.F.&A.L.
Clinton Texas May 20th 1867

Lieut.
I have the honor to state that I have visited Capt. Hammond's plantation near Victoria and find that a School House can be repaired for from $150.00 to $200.00, that a lease of a lot can be obtained free of charge for any lenth[[length]] of time, as long as it is used for School purposes. Board can be obtained near the School House in Capt. Hammond's Family at a reasonable sum and at least Thirty Scholars will attend a School when established.

Very Respectfully,
Your Obedient Servt.
Hiram Clark.
