The Freedmen are to pay for the land when the Crops are gathered & it is to be deeded to the people of that division. After it is set to going well the people will be able to pay for their own Teacher & I will be able if time is given me to establish 7 or 8 good schools in this County all on a self sustaining basis. Things have been poorly conducted here there is no system about labor, there is no equality in Justice. The planters are discouraged: the Freedmen feel & have been injured. But if I am allowed to stay here long enough I will have things running more to the proper of everyone concerned next year. I have necessarily made many Enemies but they dont amount to much as it is only among those I have had to rebuke in some way. I am a good deal pushed as every man but the Corporal is sick. I have One case of Congestion of the brain 3 of Billious Fever. 1 of Inflammation of the Bowels & the rest have Intermittents. I have written Capt. Emmerson for Medicines & permission to get a Doctor for them but he has not condescen-
