I have the honor to state that the Freedpeople in Clinton and vacinity have purchased a lot and commenced the erection of a School House but are not able to finish it: with the help of $150 00 from the Bureau they will have it completed by the first of October. I would respectfully ask for authority to contract for repars to that amount.

Application has been made to me by a man living in Victoria by the name of Louis Brown for the position as teacher for the School about to be started in Clinton. he is of German decent [[descent]], voted against Secession and afterwards enlisted as a Musician to avoid conscription. He seems to be well educated, and takes interest in the welfare and education of the Blacks and has had some experience in teaching. in all seems to be a worthy man. As it is necessary that a Male teacher should be sent to this place, I would respectfully reccommend him to your favorable consideration.
