Mr D. Y. Allen
Asst. Supt. Schools

On account of Yellow Fever prevailing to an alarming degree in Victoria I was advised by Maj. Larthrop at that time officiating as B. Agt. not to think of opening school until the Fever abated. I have news of his Death this morning & not knowing who will succeed him I thought it prudent to explain to Hd. Qrs. my orders from him
I came to this place to avoid sickness at the same time holding myself in readiness to carry in effect any order which I might receive concerning the school before the sickness subsides.
Very Respectfully
L. H. Cunningham
