Sir:
In compliance with orders from your office dated July 29" 1867- received August 5" 1867, I have the honor to report that Mr Joseph Welch has commenced the erection of a building in this town for churches purposes, but not in any other place in this Sub District.
He purchased a small lot, twenty five by one hundred feet, in the center of the town,- through the agency of a freedman named Green- and paid two hundred and fifty dollars ($250.00) specie for it, which at 40 per cent was three hundred and fifty dollars currency, exclusive of fees for filing deeds &c.
Immediately upon receiving the deed he appointed three colored trustees for the church, but kept the instrument in his possession, it being the property
