I doubt whether he can be again secured to teach freemens school as he has expressed himself dissatisfied with the treatment he has received, and now looks upon the government officers with suspicion, and being a foreigner it is not to be wondered at. 
The policy pursued by some of the officers whose business has been to disburse funds in this county was and is the cause of seriously impairing the credit of the government, and I doubt if an officer could today get the value of five dollars on credit in the name of the government in this sub district, and as an evidence of the fact, I will mention that, lately, the quartermaster at Galveston directed me to send him the name of some person who would contract to furnish three months supply for my horse, but, as yet I have not obtained the name of one, a fact which I have already reported to Lieut. Garretson. The only way to buy here is to have the money on hand. 
Since assuming my duties here I have paid for horse hire, feed, railway fare &c but my money has not been refunded yet although
