Office S.A.C. B.R.F. &c
Wharton, Nov. 30. 1867

Lt. J. P. Richardson
A.A.A.G.

On the part of the white people no feeling is exhibited upon the subject of education & they have taken no steps towards educating the freedpeople. - The freedpeople have a deep interest in the Subject of acquiring knowledge for themselves and their children
The freedpeople in Wharton Co. are building one School house & will doubtless build another in Dec.
In Matagorda there is only one Small School of 12 Scholars, the great need is that of teachers. The freedpeople may best be assisted by Sending some good male teachers. I can find employment for two which are greatly needed here.
Very Resp.
