Encloses report of Gen. V. Young and states that he has proved himself to be more qualified for the position he has as a Teacher J.S. than he had anticipated. but that he - (Young) is much dissatisfied - thinking his salary would be $40.00 as he gauged from Cir. No 2 - Feb 7th Hd Qrs BRF &C Galveston and furthermore states that he and his wife are compelled to eat, sleep, and teach in the same room. That from a letter from Mr Wheelock J.S. he approved the school to be opened under the auspices of the Bureau, but finds from his implications that it is private
