Lieutenant 

I have the honor to report that there are no schools for Freed People in this County. There are about thirty children desirous of attending school. Some are able to pay something toward their tuition. Lately some interest has been manifested by the citizens of Brownsville toward taking steps to afford schools and churches for colored people

They prefer if possible a colored preacher who can both preach and teach
