Sir;

In accordance with Special Orders No.77 Bureau R.F. & A.L. I have the honor to report that I have just completed a tour of organization of temperance Societies and establishment of schools among the freed people of the following counties-

Brazos County
Millican.

At this town the freed people are very anxious to continue their school now suspended and to this end at a meeting of confidence with me have pledged themselves to the number of one hundred and more pupils _ Mr. Kelsey, one of the registrars for this county, and a competent teacher has been solicited by the freedmen to act as their school instructor, he consenting so to do as soon as registration duties permitted. "Parsen" George E. Brooke, a freedman, and also registrar will probably act as Asst Teacher.
