| The august assemblage of niggers, scalawags and carpet-baggers, who style themselves the General Assembly of South Carolina adjourned on Thursday last. We give below a list of the Acts passed:
Act accepting a grant of land for the Agricultural College.
Act to authorize the Governor to effect a loan of $125,000.
Act regulating the tenure of certain officers &c.
Act to make appropriation for the payment of the expenses of the present session of the Legislature, and to meet certain deficiencies in military appropriations.
Act to regulate appeals and writs of error to the Supreme Court.
Act to regulate the manner of keeping and disbursing funds by certain officers.
Act to organize the Circuit Court.
Act to establish a State Police.
Act to authorize a loan to redeem the obligations known as bills receivable of the State of South Carolina.
Act to authorize a State loan to pay interest on the public debt.
Act to determine and perpetuate the homestead.
Act to fix the amount of the official bonds of certain County officers.
Act to punish persons who may attempt to hold office by authority of the Provisional Government.
Act to close the operations of the Bank of the State.
Act to authorize additional aid the Blue Ridge Railroad in South Carolina.
Act to provide for the temporary organization of the Educational Department of the State.
Act to provide transportation for convicts discharged from the State Penitentiary.
Act to amend an Act entitled "An Act to authorize a loan to redeem the obligations known as Bills Receivable of the State of South Carolina."
Act providing for the assessment and taxation of property.
Act to extend the time for officers to qualify.
Act to altar and amend an Act entitled "An Act to organize the Circuit Court."
Act for the preservation of the State Capital.
Act to enable the Chatham Railroad Company to extend their road to Columbia.
Act to organize the Supreme Court.
Act to amend an Act entitled "An Act to incorporate the Air Line Railroad Company in South Carolina."
An Act to quiet rights vested under military orders.
An Act to suppress insurrection and rebellion.
An Act to provide for the government of the South Carolina Penitentiary.
An Act to provide for the transient poor of this State.

The "Universal" Life Insurance Company.
We have received a copy of the new Prospectus of this Company. It is an exceedingly well written and able expose of the system of life insurance of which the "Universal" is the pioneer in this country. The arguments in favor of the stock plan are given with a force and clearness which exhibit a thorough knowledge and study of the subject and furnish evidence that the affairs of the company are in the hands of gentlemen eminently qualified by education and a practical knowledge of their business, for the successful management of the enterprise.

It is now more than three years ago since the "Universal" introduced to the public a plan which promised to reduce insurance in cost and advance it in utility beyond the effects of any system previously adopted. The success which has attended the operation and crowned the results of the experiment, has not only redeemed the promises made by its projectors, but has exceeded their most sanguine expectations. Although it is estimated that the premium receipts of the "Universal" have, in consequence of its great reduction in rates, been one-third less than they would have been had its charges been as high as those of the Mutual Companies, yet, have its assets, under the impetus of popular favor and vigorous management, accumulated with a steady progression that has placed this youthful institution on a basis of stable firmness and security unsurpassed by any Mutual at its |

| GOLDSBORO, N.C., September 28.-On Friday night last, a band of United States colored troops, at this point, attempted to mob two colored Democratic speakers, but were prevented by white citizens. In a conflict last night, between the colored soldiers and citizens, two negroes were wounded - amputation of the lower limb was necessary. There is constant excitement and a general feeling of insecurity is felt on the part of the citizens.

WASHINGTON, September 28.-The Alabama legislative delegation are with the President.
The prosecution against Surratt will probably be continued.
Semi-official gossip, regarding Mr. Davis' trial, says Mr. Evaris will take no active part-he having originally suggested Dunn as the proper person to lead the prosecution, and Gov. Wells, of Virginia, continues to take an active interest in the prosecution, as a lawyer. The impression prevails, in official quarters, that there will be no trial.
