Transmits Vouchers for Postage from 1 Jan'y. to the 31st July 1868 ($57.00).  Also Vouchers for services as officer - under the Act of July 1868 - for 24 days, succeeding his muster out of service as Maj. U.S.C.T. - viz. from 10th Aug. to the 3' Sep'r 68 ($191.18/100)

Encloses a letter from the Commissioner to Col Edie, Ass't Com'r dated Nov. 12. 68.- requesting him to have Maj De Laneys accounts made up.

Respectfully forwarded to Maj. Genl. O.O. Howard Commr.  Maj. Delaney was relieved on Aug. 10th from duty in the Bureau in South Carolina, I know of no service in the Bureau after that date which entitles Maj. Delaney to further compensation.

There is no record in this office to show that Maj. Delaney was retained on duty (after his muster out of the service) under Section 4 Act of 1868.  He was probably paid by the Pay Department up to August 10' 1868.  If it should appear that he did not receive this order of must out until some period subsequent to the 10th then he is entitled to some compensation from the 10th to the time at which he did receive the order.

The fact that he voluntarily neglected to obey the order to transfer his funds and accounts to Col. Gile at Beaufort until Sept. 3rd 1868, gives him no claim for pay to that time.-  The postage account
