Barker not only Knowingly told an open lie, but that he is also guilty of "blackmailing". Several cases in which Dr. Barker is interested, have been adjudicated in the Provost Court, of which I have the honor to be the presiding Judge. In one case he tried to cheat a poor white man who had been working for him for two years, out of his wages, over $226.00 and when the case came up for adjudication (I believe Dec. 16. 1867) he presented a Discount of "Medical Supplies" which brought the poor man in his debt some eight dollars. 
The Discount was not only outrageously unjust, but also not allowable according to the Laws of So. Ca., and I informed Dr. Barker accordingly.
On the 20th Dec. last, the clerk of the Court received enclosed note (:A:) from Dr. Barker, complaining about injustice done him by the Court, and I received on the same
