Among the dregs of our population too, we have unfortunately, many loafers and vagrants.  Too lazy to work on their own account, or seek wages and rations by honest employment, they lieve in sloth, and in a state of destitution, and subsist, only by plunder.  They destroy our stock, break open and rob our store-houses, leaving nothing safe on our plantations.

By the promptness and firmness of his administration, Lieutenant Johnson, we have, will make himself a "terror to these evil doers", and rid us of these pests.  This will give to our people, of all colours, more safety in their persons, great security in their property, and the just reward for their honest labour.
