Dear General - After leaving Charleston last evening, I decided to make enquiries in relation to the distribution of the Corn forwarded to this County. On my arrival at Blackville I enquired and found that Nerland was not in fault as it was distributed while he was busily engaged distributing to the people of Bamberg, Midway and Buford's Bridge.
 
I don't think, General, that Nerland is culpable; and knowing that while you are determined to compel all your subordinates to do their duty, you have no desire to treat any of them with severity, or to censure them without proper cause, I have, therefore, deemed it my duty to acquaint you with these facts. Leslie is the one you ought to hold responsible for he distributed it without the knowledge or consent of Nerland. If you give Nerland a chance, I think he will be able
