to pay the advance  There are however some issues made, to industrious frugal men, who have given no other security than the lien on the crop. In the office at Orangeburg there are now, twenty five applications which have been examined into and found satisfactory, upon which no advance has been made, for the reason that the demand for aid was greater than the allowance would meet. There are nine bonds upon which the monthly issue for June has not been made 

The Agent states, that those upon which issues have been made the plantations which they represent have been visited, the crops have been found to be in a flourishing condition, and the parties owning them reliable. The crops in this Dist. are in a better condition than they were at this date last year. The freedpeople are working well and very few complaints are made. 

The mode of issuing supplies in this District has been for the Agent to visit the place of the applicant, and when satisfied that he came within the meaning of the instructions governing
