Mr E. M. Stoeber Agent of this District has made his issues within the meaning of the instructions from these Head Qrs. He has had three or four cases where it was necessary for him to interfere to protect the interests of the Government.

He has on the bond, in most cases, the owner of the plantation, the freedpeople work as security for the advances made to renters of lands. The bonds are properly executed but not recorded. He reports that the supplies he receives are not enough to meet the demand on the bonds he has now, and in some instances he has been obliged to defer the issues to some, for the benefit of others, both having given bonds for lien on
