the crop. The crops in Marion are promising but backward, on account of the late spring.

Mr G. E. Pingree Agent of this District has issued upon 462 bonds, 186 given by white proprietors and and the remainder by freedmen who in most instances rented land, and gave as security lien on the growing crop.

At first he required vouchers from the owner of the land, that the freedmen had rented land and had a fair prospect of a crop, was industrious, frugal &c. it being impossible for him to make a personal examination of all the places  Latterly, however (he states) he has issued to freedpeople without the certificate above mentioned and upon being reasonably satisfied that the applicant was industrious and had a show of making a crop. Some of those to whom he has issued have neglected their crops and he has stopped the supply. This creates some dissatisfaction. The crops
