Mr. Allen, also rented of Enright bed, bedding and furniture @ $2.50 per month, and has not paid for the same.

Eleventh:  Making a false certificate.
In this that, able bodied white citizens not Refugees or destitute have received over coats from him which were borne on his returns as issued to destitute people.

Twelve:  Making false Invoices.
In this that said Allen, invoiced 40 over coats short in an unbroken package, as he stated to Mr. Perry, knowing that the package had been broken, and coats taken therefrom.

Mr. John Enright, who was much with Allen, states that he saw Allen open the box of coats, take some therefrom and nail the box up again, and fix it so that it appeared not to have been opened:  when Mr. Perry, his successor received the coats, after opening the box they were found to be 40 short.

Before leaving Mr. Allen told many of the freed people and the white people that he was to return in ten days:  he also requested the officer who relieved him not to mention it as the people might form some wrong conclusions regarding his efficiency.
