General: In the nomination of Mr E.F. Gary as Chief Disbursing officer, made by myself on the 18th inst, I must confess that I acted without sufficient consideration. It did not at the time occur to me that any other Officer or Agent, who might have superior claims for the position could be spared. Since, I have ascertained that there is no probability of my retaining B' Maj Edw. L. Deane as my Acting Ass't Adj't General with his present pay and rank, I would much prefer that he receive the appointment of Chief Disbursing officer. Major Deanes long and faithful service
