In reply to a circular requiring me to give my opinion in regard to the necessity of continuing the Bureau, I have the honor to submit the following views:
The year just past has been a very trying one on both planter and freedmen; the failure of the crops, while it discouraged the planter, generated distrust among the freed-people, and tended to produce that state of feeling between them both most conducive to disorder, yet everything went on very smoothly - there were but few breaches of the peace by either party - the freedpeople worked comparatively well, and good feeling very generally existed.
