I have the honor to acknowledge the receipt of a circular from your office dated House Representative Washington Dec 9th 1867. In reply I will endeavor to express my opinion on the subject therein mentioned in as few words as possible. 

During the present year I have been forced to believe that the freed people are wholly dependent on the Bureau and Military for justice, unless they have some ready cash. As a general thing I am confident that the planters will not act justly with the freedmen, they try to take the advantage of them in every way they can. In making settlement with them
