was relieved. The employment, even at the expense of an agent, of an unauthorized clerk and one who is bound by no oath to the proper discharge of his duties, ought not, it seems to me, to be allowed.

Mr. Hart has not employed Mr. Moore nor does he desire the services of a clerk at present. In such a District as Abbeville an agent who would attend diligently to his duties could it is believed, accomplish all that is required of him at present.

Complaints.
Many complaints are made against planters for non-payment of wages and it is thought by Mr. Hart that they are generally well founded. Mr. Perry states that the Sheriff of the District was in the habit of sending out, on the request of the Agent, to arrest parties who would not make a settlement with their hands. The expense of these arrests thus made were borne by the party's arrested.

Mr. Hart was advised to use extensive caution in calling upon the Sheriff to act directly for him lest he should involve him in suits for false inprisonment. While it is gratifying to report a willingness on the part of the civil offices to assist the officers and
