I have the honor to request permission to purchase from time to time such supplies of Corn and Bacon as may be necessary to issue on lien at each parish in the State, or on the border, as may be most convenient. By so doing I am confident I can save largely in transportation, exorbitant, as to add largely to the cost of the supplies, when delivered under the present system of issue in Charleston, and   shipment hence at the expense of the recipient.
