can be loaned at a less cost to planters, than the supplies they are now receiving from the Subsistence Department.
Another difficulty that I have to contend with at present is, the aversion of the freedpeople to the yellow corn meal, which I am now receiving from the Sub Department, in lieu of Corn.  They (the people| refuse to receive it from the planters under the contracts as something they are unaccustomed to, and complain that it makes them sick. 
I urgently press this request upon your consideration, as I am sure that I can save to the Government largely by adopting the plan suggested.
