Caraher ASAC of date of Nov 6th 67 and one from this Office of Nov 13th 67 upon Application of Dr. Edwards for pecuniary assistance, to the Comr referred to this Office for investigation and report and returned endorsed as above. I respectfully recommend that if the Comr deems advisable to assist this Enterprise that the aid be conditional upon the permanent bestowal of equal rights and privileges on colores.
