States that his attention was called to the anomalous condition of educational affairs on the Sea Islands, during his recent tour along the Coast. States that Gen'l Giles now acting as Asst. Supt. of Education for South Carolina, being an Army Officer, cannot receive suggestions & directions from Mr. Tomlinson. Supt. of Edn. (who is a Civilian Agent.) & does not report to him save through Gen'l Scott. Gen'l Giles, although doing all he can as a Military Officer, hasn't had experience in School affairs, which makes it likely that the educational interests of these Islands will suffer in being thus withdrawn from Mr. Tomlinson's care. Therefore Government buildings at Hilton Head, which are being taken down & sold at merely
