General.
I have the honor to request that "Moulton Emory" may be appointed Agent of the Bureau in this State at a Salary of One hundred Dollars per Month to take effect from date of Feby 25th ulto.
I have also to request that the appointment of "Moulton Emory" Agent (if made) be revoked to take effect from date of March 19th on account of his services being no longer required. 
The attention of the Commissioner is respectfully invited to the following facts, the same being the reason for requesting the appointment and also its revocation.
It became necessary on 25th of Feb last to remove Captain H. C. Brandt from duty as Agent on the L.C. side of Savannah, and as it was equally necessary that a successor should be appointed without delay. I ordered Moulton Emory to proceed there and relieve Brandt. I applied to the Commissioner for his Appointment as Agent, but the Application was returned with Endorsement
