Headquarter Assistant Commissioner
Bureau Refugees, Freedmen and Abandoned Lands,
District of South Carolina,
Charleston S.C June 2nd 1868

Major General O.O Howard
Commissioner Bureau R.F and A.L.
Washington D.C.
General:
I have the honor to forward herewith Estemates of the amount of Corn and Bacon required for issue in this State, upon Lien of crops or other security during the month of July 1868, to relieve extreme want. If this Estimate be approved, the total amount expected in the issue of provisions in this state, for the above purpose will read an aggregate of about ($20,000) Twenty Thousand dollars more than the amount anticipated.
This will, however, be the trial estimate and will cover all that I shall need for the entire season. In the low county I shall issue nothing after July- but, in the upper counties- as the season is from three weeks to a month later there, it will be necessary to continue the issue until the 15th of August.
