The condition of the crops at this date is most promising throughout the entire State, and I am confident that I shall receive from all parties the fullest return for the advances made - unless indeed Providential interposition should again prevent the realization of the hopes of the planting community. 

I have adopted the plan of estimating for sufficient supplies for July to cover the issues of the first 15 days of August, as well. - after consultation with General Sewall, Inspector General, who has just left me.
