case to the A.A.A.G. 2d Mil Dist with the following endorsement, "As there are many similar cases to the within and no military tribunals to try them & if tried before the civil tribunals the costs of prosecution would consume all the property, I have the honor to request instructions from the Major Gen commanding, as how to act in such cases to secure Justice to the Laborer On the 31st of May this was referred to the comd'g officer Post of Charleston for remarks & returned by him on the 5th of June with the opinion that this is a proper case to be brought before a Provost Court as it is an affair between a White & Freedmen. On the 22d of June it was referred to the Provost Marshal for investigation and adjudication, & by him on the 1st of July '67 returned recommending that  Major Everson be authorized to continue the course of action adopted by himself to liquidate these debts & to supply the Freedpeople with rations.
