Dear Major 

Can't something be done with this cotton the hands are almost in a starving condition and can't work the growing crop have to run all over the county in search of food & the consequence will be that next year they will be worse off then this year. Now if the eight bales of cotton could be converted into corn & bacon it could make something for this ensuing year.
 
In behalf of the hands I must beg that you would do something at once if possible as to allow them a chance of saving the crop, for if they are not supplied with rations they can make nothing this year
