Reports that he has investigated the affair of Mr Gilleaumes place- that Mr G. failed to meet him, according to agreement, met his Agent AW Cordes and with him made the investigation

Can find no other way in which the freedpeople can get paid but to ship the 8 Bales of Cotton &c States that if this property is not held he has every reason to believe it will be attached

Respectfully forwarded to the Act. A General Second Mil District, As there are many similar cases to the within and no Military tribunals to try them, and also if tried before the Civil tribunals the Costs of prosecution should consume all the property. I have the honor to request instructions from the Major General Commanding as to how to act in such cases to secure justice to the laborer.
