Colonel, 
I have the honor to report that I investigated into the affairs of Mr Gilleanmes place. St. Thomas Parish on the 16th and 17th insts. Mr G. failed to meet me according to his agreement.

I met his Agent Mr A W Cordes and with him made a thorough investigation  I find that for over eighty freedpeople who worked there last year two thirds wages are due. There was seized by my predecessor, to cover this debt the stock and Cotton on the place, which Mr Cordes has charge of at present. I can find no other way in which the freedpeople can get paid but to ship the cotton as directed in Endorsement dated Head Qr's Asst Comr March 23rd, (upon letter of Major O'Brien) I have made arrangements to have the 8 Bales of Cotton at
